On 27 October, in view of the epidemiological situation and the success of vaccination against SARS-CoV-2 in Uruguay, the Executive Branch issued Decree 357/021, which allows the following people to enter Uruguay from 1 November:
- Foreigners who, within the nine months prior to entering the country, have received the single dose or both doses, depending on the vaccine, of a SARS-CoV-2 vaccine approved by their country of origin, and for whom the period required to achieve effective immunity has elapsed. They must show the vaccination certificate issued by the health authority of their country of origin, showing that these periods have been met.
- Foreigners who have had COVID-19 within the 90 days prior to entering the country. They must present a positive RT-PCR or antigen test result taken no more than 90 days and no less than 20 days before entering the country.
- Foreigners under 18 years of age.
In all cases, to enter Uruguay travellers must present a negative SARS-CoV-2 test result using RT-PCR molecular biology or other diagnostic techniques approved by the Ministry of Public Health, taken no more than 72 hours before the start of the journey. Children under 6 are exempt from presenting a test to enter the country.
Travellers must also:
- Have health insurance coverage in Uruguay.
- Take a new RT-PCR test on the seventh day after the first test taken to enter the country; they do not need to self-isolate during that period.
