BPS 2026 elections: obligations for contributing companies

Elections at the Social Security Bank (BPS) will be held on 22 November 2026 to appoint the institution's Board, which is elected by three groups of members: active workers, retirees and pensioners, and contributing companies.

Voting is compulsory, secret and personal in each group in which the member is entitled to vote. The BPS will draw up the electoral rolls of members entitled to vote; those not listed will not be able to vote. In the companies group, all eligible contributing companies must take part, with certain exceptions such as employers of domestic staff and owners of construction works carried out by direct administration.

Appointment of a proxy

Companies with more than one owner must appoint a proxy to represent them when voting. For sole proprietorships, the vote is cast directly by the owner. The deadline set by the BPS for appointing a proxy is 15 June 2026. The appointment is made through the BPS online services, by logging in with a personal user and selecting the corresponding option under company management.

Requirements for the proxy

When the electoral roll closes, the proxy must: (i) be at least 18 years old, (ii) not have been declared legally incapacitated by a court, and (iii) hold a Uruguayan identity card. The proxy does not need to be a partner, employee or director of the company, and the same proxy may represent up to ten companies.

Penalties for non-compliance

Eligible companies that do not vote may be fined according to their number of employees (up to 10 employees: 6 UR; between 11 and 50 employees: 12 UR; more than 50 employees: 20 UR). For individuals (workers and retirees), the penalty is the same as for failing to vote in national elections.

Valid excuses

Valid reasons for not voting include, among others: (i) illness or physical impossibility, (ii) force majeure, (iii) being abroad, and (iv) being domiciled in a department other than the one where the vote takes place. People over 75 are not required to justify their absence.
